Useful heat from your current system, then electricity at the SCOP you type. The grant is a separate discount on the install.
How the pounds are worked out
Fuel kWh is annual spend ÷ (unit rate in pence ÷ 100). Useful heat is that kWh × efficiency. Heat-pump electricity is useful heat ÷ SCOP. Heat-pump cost is that electricity × your electricity unit rate.
Standing charges, Economy 7 splits and a second meter are ignored. A hybrid system is ignored. The page does not decide whether you can use the Boiler Upgrade Scheme.
GOV.UK publishes £7,500 toward an air-to-water or ground source heat pump in England and Wales, as a discount the installer claims. Radiators, a consumer-unit upgrade and making good can still sit outside that figure. Read GOV.UK: What you can get and the grant notes.
Three listings mention heat pumps. None show MCS. Ask the person who answers whether they will make the Ofgem claim. If they cannot, the GOV.UK amount does not attach to that visit.

No. The figure here is annual running cost. The £7,500 air-to-water amount on GOV.UK is a discount the installer claims on the job, not a cut to your unit rate.
Are the starter unit rates my tariff?
No. Replace them with the unit rates on your last bill. Standing charges are ignored.
Can a Gas Safe listing claim the Boiler Upgrade Scheme?
Not from that mark alone. The scheme needs an MCS-certified installer. Ten businesses here show Gas Safe. None show MCS.
